Here’s a brief rundown of incentives available:
The HomeBuilder Grant – the government’s HomeBuilder Grant provides a $15K – $25K grant toward the build of your new home. To be eligible for the $25K grant, building contracts must be signed before December 31, 2020. For the $15K grant, building contracts must be signed between January 1, 2021 – March 31, 2021.
The $10K First Home Buyers Grant – if you’re buying or building your first home in Melbourne valued up to $750,000, you may be eligible for a First Home Owner Grant (FHOG) of $10,000.
The First Home Loan Deposit Scheme – with this scheme you can buy a home with as little as 5% deposit if you are eligible.

HomeBuilder Update: $15,000 Grant Extension
The HomeBuilder Grant assists the residential construction sector by encouraging the commencement of new home builds and renovations. The Grant HomeBuilder provides eligible owner-occupiers (including first home buyers) with a grant of up to $25,000 to build or substantially renovate an existing home.
On 29 November 2020, the Government announced an extension to the HomeBuilder Grant up to 31 March 2021 which is great news for eligible Stage 3 purchasers, with their land expected to title in Q2 2021 to qualify for the Government’s $15,000 Grant!
Changes to the Grant include:
- A $15,000 grant for building contracts, new builds and substantial renovations, signed between 1 January 2021 and 31 March 2021, inclusive.
- An extended deadline for ALL applications to be submitted. Applications can now be submitted up to, and including 14 April 2021, for both the $15,000 and $25,000 grants.
- An extension to the construction commencement timeframe to 6 months for ALL HomeBuilder applicants. Victorians were granted this extension back in August 2020 with the onset of Stage 4 restrictions.
- An increase to the property price cap from $750,000 to $850,000 for Victorians signing a building contract between 1 January 2021 and 31 March 2021.
What hasn’t changed with the Grant:

- The $25,000 grant remains in place for eligible contracts signed on or before 31 December 2020.

Construction Update: Olivia’s Community Continues to Flourish Through 2020
As we head into the last quarter of what has been an unpredictable 2020, Olivia has nevertheless celebrated several milestones.
During the third quarter of 2020, titles were successfully delivered for 200 lots in Stages 1, 2 & 11. Stages 1 & 2 settlements have already taken place which means more than 150 new residents have joined the growing Olivia community.
We welcomed our 200th customer who purchased land at Olivia to build their dream home for the family and you can read about why they purchased at Olivia here. Continuing with expansion and development, civil construction works continue to advance across the estate. Sewer and drainage works in Stage 3, which is positioned towards the middle of the estate, are well underway and road excavations and service crossings have commenced. Stage 3 titles are expected in the second quarter of 2021.

They don’t plan to move again, so this decision was important and had to meet several criteria. “For us it’s the ideal location, not far from anything. It’s close to work, schools and shopping centres. I work at Woodlea and it’s only a 5 min drive. I like Olivia because out of all the developments in the area, it’s further away from the freeways and main roads, so it’s quieter. But it’s still close enough to all major roads to be wonderfully convenient for all of us.
The Woodlea Shopping Centre complex is only a 5 minute drive away and the train station in Rockbank is also only 5 minutes away. Watergardens Shopping Centre is 15 minutes away if I want more variety.
The Westfield Shopping Complex will be built in a couple of years which will be a great asset for the community. And it’s only 5-10 minute drive from Olivia.
We’re all looking forward to a quieter lifestyle. It’s a change, we’re so use to being on this side of Taylors Lakes and on this side of Taylors road. I wouldn’t have purchased at Olivia if it was the old Truganina, nearer to Tarneit. But it’s closer to Rockbank on the border and it’s part of the Melton City Council which we prefer.
Olivia has many advantages for a good lifestyle. The development itself is beautiful, and well thought out with a focus on lifestyle and ease of living. The blocks are bigger. The developers have paid attention to what really counts to support a quality of living every day.
For us, convenience, accessibility, not being far from anything and feeling connected to our wider community was really important. Olivia provides this.”

7 Questions to ask when choosing a house and land package
You’ve made the decision to buy a house and land package in Melbourne’s expanding Western corridor – great! The next step is to find the ideal development which meets your lifestyle needs.
Living in Melbourne’s West gives you the opportunity to create the lifestyle you’ve always wanted. The western corridor is rapidly growing with continuous investment in the region’s facilities and amenities. Living here gives you the freedom and space to move, without traffic congestion or the need to hurry. You’ll have more time with your family and friends or with yourself to do more of what you enjoy.
Asking the right questions up front leads to more informed decisions. Buying a home is a long-term investment so we’ve compiled a list of questions to ask builders when researching your house and land options in Truganina or Melbourne’s West.
1. What amenities and facilities are close by?Find out what recreation centres, sports clubs, aquatic centres and community centres are close by. What do you like doing – golf, swimming, running, bushwalking, or going to temple and church? Do your kids like netball or soccer? Are there parks nearby for small children to play and for picnics?
At Olivia: These amenities may also be within the development. Olivia has 6.5 hectares of open spaces including a future 4.5-hectare sporting ground, and 2 hectares of family-friendly landscaped parklands, only a short walk from each property.

2. What sort of education and schools exist today, and are proposed in the area?Ask about the education options in the area and whether they provide for all ages. Are there child-care centres, primary schools and high schools? Do you prefer public or private schools?
If they’re close to the development you’re interested in, your children might be able to walk to school. A walk to and from school can be an opportunity for kids to relax, breathe fresh air and enjoy time with friends.
At Olivia: There are four proposed schools within a 5-minute drive of Olivia. A state primary school is planned along Caulonia Drive directly adjacent to Stage 2 in Olivia. Another state primary, a non-government primary and a non-government secondary school are planned to be delivered to the east of Olivia. A selection of local schools can be found here.
3. Is the location close to transport and shops?How far do you need to travel to go shopping for groceries and can you shop for everything you need in your local area?
Depending on where you need to travel for your work or to see extended family and friends, find out about local public transport options. If you need to visit the CBD often, access is important as you don’t want to have to navigate traffic every day in a car.
Well thought out developments will provide for various transport options. How close is the development to the train station and is there parking? On a day to day basis, these conveniences make the difference between spending too much time in traffic or being at home with the family in time for dinner.
At Olivia: Olivia is just a 5-minute drive from the newly upgraded Rockbank train station and the Western Freeway for an easy commute into the city. There are also plans for another train station on Hopkins Road, 5-minutes east of Olivia.
Currently, there are four shopping centres in close proximity to Olivia with plans for two new town centres. The proposed Rockbank Town Centre will be less than 5km to the west of Olivia on Leakes Road. The town centre will span approximately 35,000 square metres and consist of an indoor shopping centre and village style high street, comprising specialty shops, supermarkets and cafes.
The proposed Mount Atkinson Town Centre will be the closest to Olivia, less than 3km east on Hopkins Road and the proposed Grand Boulevard. The town centre is planned to be anchored by a Westfield shopping centre.
4. Can I choose my own builder?Some developments can be locked into particular builders so if you have a preference for a building company, then ask this question up front. At Olivia, we have a range of builders who provide house and land packages offering excellent value for money.

5. How do I know if I’m financially ready?Before you start looking for a new home, find out about your borrowing capacity. You’ll save yourself plenty of time with the hundreds of properties on the market by narrowing down your selection of house and land packages.
The major banks all have home loan calculators online that you can use to do some initial analysis. We’d recommend you speak to a bank home lender directly, or a local mortgage broker who knows the local developments, valuations and will help you determine your lending capacity.

6. How will I be kept informed of progress on my land?How does the developer keep you informed about development, construction updates, reaching milestones and settlements? If your settlement is a year or two down the track, you’ll need to know what’s happening with your investment over this time.

We send out emails regularly that increase in frequency as titles approach which include information about progress, valuations, statement of compliance, titles and settlement, and other industry news relevant to Olivia property owners.

HomeBuilder Update – Three month extension for construction commencement in Victoria
The Australian Government’s HomeBuilder Grant provides eligible owner-occupiers $25,000 toward a new home. This covers a new home build, renovating an existing home or buying a home off the plan.
The guidelines are as follows: To access the grant, the home building contract has to be signed before 31 December 2020, with building to commence within three months of signing the contract.
However, with Stage 4 COVID restrictions in Melbourne, the Commissioner of State Revenue announced a 3 month extension to the grant. This means if you’ve been approved for the grant, you have 6 months from the date of signing the contract to start construction.
If you have land at Olivia but haven’t yet decided on the home you want to build, you now have more time to plan your ideal home.
Please remember that with this 3 month extension to start construction, applications for the HomeBuilder grant must still be received before 31 December 2020.

An ideal time to buy your first home
For first home buyers, there are many great reasons to start planning your new home at Olivia today. This includes the First Home Loan Deposit Scheme (FHLDS) for first home buyers. Once approved, the FHLDS has a 90 day window for successful applicants to find a home and access the scheme.
COVID restrictions have made it more challenging for people to get out and about and find property. In April this year, the federal government announced a 90 day extension to the scheme taking the stress out of having to find the right home in a hurry. You now have another 90 days, a total of six months to find a new home and access the FHLDS.

What is the First Home Loan Deposit Scheme (FHLDS)?
The First Home Loan Deposit Scheme is a federal government initiative to help people buy into the property market. Usually first home buyers with less than 20% deposit need to pay lenders mortgage insurance (LMI), which can be up to $20,000 for a home valued at $500,000. That’s a substantial amount of money that can be otherwise used to pay the mortgage down.
With the FHLDS, you can buy a home with as little as 5% deposit without having to purchase LMI. Instead, the federal government acts as a guarantor for the remaining 15%, saving you thousands of dollars. Only 10,000 places are available every new financial year, and they are snapped up quickly. We recommend getting in touch with a participating mortgage broker sooner than later to determine your eligibility.
